They used CGI to replace the practical suit in Civil War. Like with Spider-Man Homecoming, the budget is considerably smaller than Civil War's, so it's cheaper and easier to replace it.

Aside from the helmet the new suit looks great. It's the layered, Raimi Spider-Man and Man of Steel suit style.

I found that it had less dull color than Doctor Strange and it didn't even come to mind as I was watching Spiderman Homecoming, so so perhaps they are moving away from it.
