Well, you have pretty much no vegetation to speak of. What there is, isn't anywhere near as dense as even Spain has.

Then add in special cases such as moorland that has very dense but very low-lying vegetation all while frequently growing in highly incombustible peat.

You also don't tend to have policies and laws that reduce or prevent grazing. Grazing reduces that amount of vegetation available to combust and can create fire breaks.

And somehow we in Portugal which used to have much warmer summers than central europe is escaping most of this...and this isn't first year that it happens. 2 years ago the same thing happened (last year was hell though with lots of fires as well).

This past week ocean water on the atlantic was also warmer than the mediterranean sea so north portugal has beaches with warmer water than the south of the country which never happens. (that's the start of the mediterranean sea and is usually warmer)

Before this we had like 6 months of rain starting in November and ending in like April or May. Lots of floods and storms back then as well.

The steppe isn't particularly combustible. It's mainly small grass.

The areas currently on fire have at least small shrubs and while not always blanketing an area, often do. There are also things like peat to take into account.

In short, there isn't enough fuel on the steppe.
