I'd say Tales of Symphonia since the battles play out more like a fighting game than a regular turn-based RPG.

I also second the motion for Phantasy Star Online Episodes I & II. Now those are pretty action packed. Got my friends hooked, then got it for my brother for his birthday and he got his friends hooked. Of course, that was awhile ago...

It's an action-RPG with fairly skill-oriented combat (or really skill-oriented combat, depending on how you develop your character) and tons of exploration. Same goes for Deus Ex.

It's as close to Zelda as half the games in this thread.
