Bloodborne, not chatter but really had impact on me.
This is the correct answer.I don't think there has ever been a game that has beaten No One Lives Forever in this aspect.

Halo Combat Evolved. Grunts were hysterical and elites had great reactions to combat. Heck add in the friendly AI chatter as well. Complete package!
I was coming to say that. You can hear them wondering who "the outsider" is and how she's killed 4 guards or something along those lines as well.The latest Tomb Raider games have some great exchanges if you slow down and get a vantage point to listen in.
I feel like the first game has a bunch of dudes actively questioning what they signed up for and wanting to just leave and get home to their families. Then you put an arrow through their heads.
I was blown away By how much random dialogue there is.If all you did in this game was sneak around and eavesdrop on people it would still be fun. There is an insane amount of conversational dialogue for enemies and civilians alike.
