Games with the best enemy chatter.

Red Dead Redemption is also another good one where you can hear some absurd shit from some of the cattle rustlers and other outlaws. A lot of which you can hear from the playable multiplayer characters as well which can be quite hilarious.

The latest Tomb Raider games have some great exchanges if you slow down and get a vantage point to listen in.

I feel like the first game has a bunch of dudes actively questioning what they signed up for and wanting to just leave and get home to their families. Then you put an arrow through their heads.
I was coming to say that. You can hear them wondering who "the outsider" is and how she's killed 4 guards or something along those lines as well.
 
I loved freaking out enemies in Mass Effect 2. Catch one in a singularity and then pop them with throw and listen to their cries get softer and softer as you launch them into the stratosphere. While ME3 did improve the combat I prefered ME2's slower pace to hear all the banter goings on in combat.
 
The villagers in Resident Evil 4 mock you in spanish so it's pretty fun if you understand it. They always yell "¡Detras de ti, imbecil!" ("Right behind you, idiot!") right before they sneak attack you from behind.
 
If all you did in this game was sneak around and eavesdrop on people it would still be fun. There is an insane amount of conversational dialogue for enemies and civilians alike.
I was blown away By how much random dialogue there is.

Near the entrance to the mansion in the Paris mission, there's an assistant to one of the bigwigs. She's sitting on a bench and having a conversation with a friendly guard.

The guard wasnt high class but the assistant travelled almost exclusively in those circles. They were both talking about the event and their jobs, both having a laugh on how your bosses always ride you and how it's the same regardless of their field. They both start to hit it off a bit but the lady eventually leaves saying that they should talk soon. The guard didn't really know how to be talking to the assistant until she started complaining about her boss, then he found something in common with her and started to talk more relaxed. And there were other small intricacies.

BLEW MY FUCKING MIND. That was such a long conversation that gave such an insight into both characters and their personalities and both of them have ABSOLUTELY nothing to do with anything regarding the mission or story.
