Technically, I believe it would be Chief Justice Roberts, as he moderates the Senate proceeding.
I think it's more likely they'd just hold him hostage. Basically tell him his antics are over, he can smile and wave to the cameras and sign everything they put in front of him or else they start the impeachment.
Things would have to look EXTREMELY bad for them to start impeaching him. Like their own constituents turning on them. But as long as they can get bills passed and put up a good showing they have leverage over Trump to just keep him as a figurehead to do their bidding.
Basically as long as they can still get reelected and get their pet projects through, Trump stays. If he doesn't want to play ball and/or the wind changes they will dump him so fast.

wish i could get my hopes up about some serious consequences to come down on this administration, but i've felt completely hopeless lately. feels like every single day I'm reading about some unethical/treacherous shit trump and co have pulled and it just goes away after a few days. anytime there is a shred of hope lately that just maybe there might be enough to take down trump and his administration, they have a press conference, act smug as all hell, and it gets swept under the rug like it's no big deal. i sure hope things are different this time because my god this shit is seriously getting depressing.

I don't think that is a viable threat anymore they already purged the party of any moderates everyone one of them is already a weirdo T-Partier or worst and the moneyed interest like the Kock brothers and Sheldon mostly stayed out of the 2016 election.
