Her entire career has consisted of her trying to sell hard core Republican fever swamp crazy to the american public. She has strong ties to Robert Mercer, the fucko who bankrolls Breitbart. There is a reason that she came onboard at the same time Bannon did. They were a package deal offered by Mercer in exchange for his support.
This is always who she has been. She's not some well intentioned person who got caught up in something beyond her. She is exactly where she wants to be doing exactly what she wants to do.

It's amazing that it seems like having to defend Trump is what finally broke her. During interviews she's usually really smug while smiling as she continually pulls one over on the person interviewing her. But during the Lauer interview she seemed completely defeated. Like for the first time she had no way to argue out of her situation.

The Ethics folk apparently can't do anything directly do her, instead they do an investigation and make a recommendation of action to the White House (that being the agency Conway works at). Their letter said something about them getting authority to take action only if the White House fails to do anything about it, however.
Hopefully they recommend dismissal.
