i'm going by gamerankings averages here, only because it's the only "quality proof" i can provide to someone without a good knowledge of X360 library.
In X360 top 30 there's 10 shooters (meaning every game in which your character uses some kind of gun -heck, the number even includes geometry wars- although putting bioshock, orange box, graw and cod4 in the same category isn't quite accurate).

Crackdown definately is the best thing gta has inspired
not listing GTAIV, yet, but it's just couple months
There's quite a few good JRPG's
Beautiful Katamari, besides not being terribly different from ps2 prequels, is a good game
Viva Pinata, Ace Combat VI deserve to be on the list too.
it's definately not 'decent to ok' games by any means.
x360 is only lacking a good platformer and some proper Arpg
