Laguna parking a car in the middle of the street will never not be funny. What a lovable doofus.These three:
Laguna, Kiros, and Ward from Final Fantasy VIII. They had amazing chemistry together and their sections worked really well to break up some of the more serious aspects of the story. Best of all, beyond the comic relief and goofiness was a damn emotional core to their connection of the story.
As someone playing Ghost Trick for the first time right now, Cadanela and Missile were MADE for this thread.
Also the dude that does the dance in the prison.
They're great. I mean just look at this:

Well over half the things Bayonetta does are completely unnecessary and impractical, but hilarious and awesome.
She quips, poses, dances, makes random spotlights and confetti appear from out of nowhere. She's easily the most consistently entertaining protagonist I've ever played as. The partial nudity is really just the tip of the iceberg.

Rhys and Fiona from Tales of the Borderlands, both are quite goofy in their own ways and are very fun characters. Underrated characters as far as I'm concerned, they don't get talked about much at all.
Edit: Thinking about it, I should have just said the whole cast for that game lol.
Been playing Time Splitters 3 Future Perfect Co-op with the wife.
The cast is hilarious:

Fawful was awesome in the first game, and has a neat cameo in Partners in Time, but in Bowser's Inside Story, I found him insufferable, as the writers were clearly just pandering. He basically became an overused meme. Loads of enemies in the game were even based on him for no real reason whatsoever.
Fawful is a good sidekick; not a good primary villain.
Fawful worked hard to be where he is today, getting knocked down and working his way back up to the top selling beans in the sewers

Junpei is pretty great, and his carefree attitude is necessary considering how moody the rest of the cast can be. Though when he gets all jealous and stuff in the story he's THE WORST.

Also, his battle quotes are great (especially the way Troy Baker delivers the lines).

Glottis from Grim Fandango. I can't help but love the guy, he has some great facial expressions in a time of panic and his voice performance by Alan Blumenfeld makes him very entertaining.
