You have to remember that the only important metric when guaging OSs is smoothness.

It's obviously not the only important metric and sales show that customers don't really care. But I personally think it's important to fix this issue, so they can get Android out of the smartphone OS ghetto.

It is, and I agree. But I still think that there are other things which are more important and we've reached the point where it's 'sometimes lags' rather than 'consistently laggy'.

Nope. Not in the slightest.
I don't think it was their main priority. I mean, it's not like Android doesn't have whiplash fast development. One thing Google is not is complacent.
