Which means that 60 fps held back graphics. You can't have all of them, something have to give. Since there is no other GPUs in these consoles we're down to two options.
Again, only in games from devs who chose to target those high resolutions. Aside from Sony, most devs went with 1440p 30 fps starting late 2022 with Callisto, Plague's Tale both targeting that resolution despite shipping 60 fps modes. Callisto gave up ray tracing for its 60 fps mode while Plague's tale shipped their 60 fps mode a bit later with toned down graphics.
By 2023, Star Wars jedi survivor, starfield, ff16, alan wake 2, and avatar were targeting 1440p 30 fps and i wouldnt say any of those games were held back by the inclusion of a 60 fps target.
Devs have only improved their RT pipelines since then. AC Black Flags wont be stripping out RT in its 60 fps mode like AC Shadows did. Epic has made software lumen available at 1080p 60 fps after 720p-864p 60 fps games up until last year. And Im ok with 1080p 60 fps target since they are basically equivalent to 1440p 30 fps in terms of the pixel budget. like i said, any lower and you run into scenarios where graphics fidelity jsut doesnt translate on to the screen because the IQ is too low. its why DriveClub and batman AK look like garbage on 4k screens.
