I'm pretty sure this isn't so much creepy as it is a parody of creepy.

Judging by the sailor moon and Fist of the North Star ones, it seems he KNOWS its ridiculous. His costumes and over-the-top mannerisms and the fact it looks like others are helping him behind the scenes, he's probably getting paid to do this.
