Note: this is the Epsilon he's attempting to play, and even assuming he isn't machine banned from matchmaking, the population is pretty variable. On top of that, the people playing regularly are pretty high level now, and there's no way he'd match against them on a new account. That's why it's taking him so long to match.

To the best of my knowledge Epsilon is tied to your account. I don't think the kid can play it with any arbitrary account.
