Saint's Row 4 techincally meets all of her requirements: romances with straightforward, open-world gameplay, although it has no co-op. Beyond that, Bioware's catalog, and some of Obsidian's RPGs, you're either gonna have to go down the Sims road of full sandbox storytelling; or to cinematic adventure games, like TellTale's newer titles, for more story-driven stuff (romances are not very common though).
Although... You know what features a giant open world, endless romances to explore, and expansive co-op? Crusader Kings 2. (It's a bit more complicated than these other games, though.)
