Lol I don't think if I move intro a new building or complex I would dare go to a neighbor and just randomly ask him/her if I can use their wifi.

Just let him use it until he gets his own. He's your neighbour not some random.
Just let him use it for a little while. Keep an eye on it thiough and If in about two weeks or so he doesn't have his own internet, slowly throttle it until its unusable.
So basically my neighbor just moved in and today he knocked on my door and asked if he could use my WiFi. Out of fear of awkardness and trying to be polite I said yes, and gave him my password, but now I'm regretting it. I don't know him at all, and I have no idea what he is using it for.
Honestly, would you let your neighbor use your WiFi if they asked? I think in my head I would have said no, but fear of awkwardness made me say yes.
