Many people can see that it could have gotten inspiration from Virtual-on or the like.
There are games like the Virtual On and the Gundam VS series that used this kind of camera, and some people have been reminded of them. We spent a lot of time playing games like those, so there are probably some influences from them in Arms.

This game was made 20 years ago, and it wasn't a great game. But there's no denying they share a lot of the same ideas.

I don't think a similar camera perspective or customization options are really indicative of a game being so similar that you can say they're the same when the core gameplay loop is so divergent.
That's like saying: I played Minecraft in 1997 but it was on N64 and it was a game called Goldeneye. Because both games use a first person perspective and let you switch your equipped item on the fly.
Why? It's not on anyone's else the burden of proof but you. The viewpoint can be traced all the way back to punch-out, and weapons customization? Come on now.

Sorry to say, OP, but there's not way ARMS is closer to Robo Pit than it is to Virtual-On. Apparently Robo Pit isn't even a twin stick fighter? Don't get me wrong, I'm really excited for ARMS and I think it's going to be a huge hit but it's interesting to trace back its inspiration.
