There is nothing wrong with asking a customer if they need help with something and leaving them alone when they decline. That isn't what is being discussed.

You admit that it's a fine line but you assume everyone can walk it fine? That seems a bit ridiculous. Not every person is going to be perfect at their job and they are generally doing their best. Considering these aren't "professional" professions some slack seems giveable if they are doing their job, even if it comes off annoying. It's hardly the employee who wants to be doing the schtick, they just want to keep their job most of the time.
The truth of the matter is, a lot of these stories are quite possibly exaggerated by the "victim" of over enthusiastic or "don't want to lose their fucking job because 'secret shoppers' will say they don't need help but you're supposed to be insistent because that's a good employee" servers or whatever you may have.
Frankly, it's sad that you don't seem to show some sympathy having done the job yourself, but it's not surprising.
