When Inhumans reach the age of majority they are exposed to terrigen mist. Which mutates them some times they develop amazing abilites. Some times they are devolved into a subhuman form. Inhumans have a council that tries to predict any weird changes, but they are not one hundred percent.

Triton(cousin to black bolt and brother to Karnak.)
Due to his mutation by the mist he is forced to live in the aquatic section of the Inhuman's city.
