I dunno.. it is hard to pinpoint where gameplay or story precede each other. Like your argument stated, in a strategy RPG, the gameplay is where the meat and soul is. But personally I'd like a good story to go alongside it.. again, it doesn't matter how well written a game is, the premise of it all.. if the actual system does not work to your liking or just totally broken, you stop playing. On the subject of the actual thread title, if a Final Fantasy was ever released where the story just did not excite people will throw the tomatoes. Case in point - many people dislike FFVIII for various reasons. Many say it's due to the "broken" battle system, technically it isn't broken.. you just have to learn to understand it and it's quite tedious when you want spells. Others dislike it entirely due to the main character and the story.
This is where you have to start melding where gameplay > story and vice-versa. Some of the latest RPGs have decent (if not innovative) gameplay systems but lacklustre storylines. Is this due to our perception of what we were treated in the middle/latter stages of last generation and/or are we being ignorant of RPG's a generation or even two before that? For sure I can name several RPGs that blew my mind back then, but one of my favourite (action)RPGs is Terranigma. The story isn't the greatest, very Quintet cliche but it's the gameplay which I adore.
