Looking for a turn based strategy game on Steam

-Valkyria Chronicles
-Shadowrun: Dragonfall
-Shadowrun: Hong Kong

Play these if you haven't already. They're all great games.
 
I like the Shadowrun games but I don't know if I'd recommend them for their actual turn based combat. It's generally serviceable but the out of combat stuff is where they excel.
 
Battle Academy - WWII themed TBS with some light wargame elements.
Breach and Clear - Similar to XCom (cover system is a complete copy) but both sides turns take place at the same time. Military/swat themed.
Door Kickers - This one isn't turn based, real time with the option to pause and give orders at any time. Swat themed.
Unity of Command - This is more a beginner level wargame that's turnbased, WWII eastern front.
Battle of the Bulge - Another WWII themed beginner level wargame that's turnbased. This ones probably even easier to get into than UoC.
 
Is XCOM2 that much more demanding than XCOM?

A few settings tax the hardware a lot more than they do in other games, plus the game has some genuine optimization issues. I would wait for a few patches but as it stands, XCOM 2 (at the highest settings) is considerably more demanding than XCOM.

The best solution right now is to simply not play at the highest settings (which is what I'm doing).
 
Yes. Loading times are increased, fps drops are frequent, main base few is a lot more demanding, city maps are terrible, etc.

You know on Genesis/SNES when games have explosions that slow the game down to a crawl? That's what blowing up a wall feels like in the city maps.

Pop a blaster bomb at a large building, then I go make some tea while the physics engine gets the fuck out of bed and goes through its morning ritual.
 
I would recommend (in addition the obvious mentions above):
- Silent Storm: old game, but it is one of the best (maybe the best) tactical turn-based games I've played
- Blackguards (and then maybe Blackguards 2 if you really love the 1st)
- Expeditions: Conquistador: this one has world map exploration similar to HoMM and tactical battles
- Hard West
- and then obviously absolute classic: Commandos 1 & 2
 
Frozen Synapse and Chaos Reborn run excellent on my surface pro 4, so I'm guessing they'll run well for you. Both fantastic, fantastic games.
 
Invisible Inc. is an amazing blend of stealth and turn based strategy and just came out last year. I also highly recommend The Banner Saga.
 
since you're on PC, XCOM EU/ EW with long war mod. Many things in XCOM2 are ..in better words "inspired" by long war mod. In terms of tactical options (soldier builds and field usage options) long war is still some miles ahead from xcom2 as of current state.
