The stories I could tell you, from just two years, about gap between what we know is going on and the lack of resources/support/funding/ability to prove beyond a reasonable doubt given the legal framework of this country....:lol

I kind of wonder how someone in law enforcement will dig The Wire. Make sure you watch the entire first season before thinking about whether you like it or not. Its a hell of a slow burn.

Here in Edmonton it's Somalians vs. ... someone. There have been like 16 or so Somalian gangsters murdered here in the last year or so and they still haven't arrested anyone yet.

It's because by the time they find the latest murderer, he's been murdered and then they have to find his murderer.

In these retaliatory things, the guy who killed someone is then killed long before he can be arrested, and it just keeps going until they're all dead and there is no one to arrest.
