Im not a sociologist, but a dog as a friend is more of a one sided dependency than a real friendship.
Unless you consider their company to be equatable to the effort you put in maintaining them them then sure, they're your friends.
I'm not sure how you can say dogs don't understand friendship after watching that. It's probably the same people who used to say dolphins weren't intelligent, either.
I once drove 3000 miles (literally) for a friend on a single word. I've never allowed myself to take a single action that's contrary to the well-being of anyone I considered a friend, and that includes giving them an unequal portion of the tater tots. I do not think I'm special.
Genuine friendship may be rarer, friendship that is more than the way the word is used disposably in pop-culture; among dumb 20-somethings who think getting shitfaced with a bunch of "bros" is friendship. Maybe a lot of people have now never learned what it actually is, in a culture that has put "dog eat dog" ahead of all other human concerns. But there's still plenty of honor out there.
