The sensor bar is just some IR emitters for the camera in the remote to see. It´s just there for pointer controlls and the (shitty) autocalibration with Wii Motion Plus. I strongly assume the Wii Wheel relies just on the motions controls, so you won´t need any sensor bar for that.

Well, it's a simple trick of just inverting the x-axis and reversing the controls. Very minimal work actually goes into mirror mode for these types of games.
