MGS4 looks good because of its great art - great models and good texture selection and great direction. technically it is really not impressive...very few per-pixel effects, almost no shaders of interest.
as a technical guy speaking, PDZ and kameo have far more going on per pixel (but suffer from Bad Art Syndrome (tm))
this is consistent with most japanese developed games - i think that since they didn't get into xbox development, they never really learned to use shaders, but figured out how to make great art on the ps2. the lone exceptions that come to mind are the wreckless guys and panzer dragoon orta guys
