It's more about how cartoony the voices are, in much the same way that Mega Man 8 was trying to be a cartoon, and long-winded the boss dialogue is.

It's cute and it fits the characters. Games like this don't exactly need a Bethesda-level "Hire any Hollywood actor in need of beer money" budget. Hell, I'm impressed that some of these actors are people I've actually heard of.
