The funny thing is that among academics, there is no debate: desegregation is important...and the only question is how best to finance it given the growing social resistance to it. But this republican seems to want to not only withdraw all funding, but also allow for segregation to reign again.

because desegregation ruined everything.

I wonder if he thought nobody would actually read the article...but he was wrong.
because we shouldn't have to have laws to treat people equally, we just should, right? or am i completely off the mark and you're right.

"we just should" represents misplaced hope in the good nature of people to do what is best for everyone...sometimes irrespective of personal biases, fears, prejudices and interests.

Unfortunately, that's just not reality. Or, it has not been reality. Ideally, communities would WANT more integration and WANT to send their kids to culturally and ethnically diverse schools where they can be enriched the most. But in practice? We have racial and ethnic separation, white flight, etc.

But yes, in a perfect world, you'd be right. But in that same perfect world, schools would be socioeconomically, racially and culturally diverse by default.
