My best friend doesn't play many video games anymore, so I was really excited when he ordered an Xbox One X earlier this year to play some games. He just picked up a new OLED tv on Friday and asked me what games would look really good, so I suggested RDR2 and the new Modern Warfare (for the dark night vision scenes).
My friend picked up a copy of MW and went through the 130+GB/hour long install, only to be greeted with a "you are missing a data pack error" which prompted him to uninstall and reinstall the game. Once he reinstalled the game again he got the same "you are missing a data pack error" and decided to investigate instead of reinstalling for the 3rd time. He found this thread which states:
"Thank you for contacting Xbox Ambassador Support. There was a recent dlc released ( Compatibility Data Pack 1 ) for call of duty Warzone which effects the playability of the campaign mode. You would need to resubscribe to xbox live gold or gamepass to download the dlc to play the campaign mode all dlc`s for xbox Game`s require a xbox live subscription service"
My friend doesn't subscribe to XBL Gold or Gamepass as he never planned to play online, and doesn't want to sign up for a XBL account. He tried turning the network off on the Xbox and still gets the same error and cannot play the game. It seems that Xbox has marked the game as unplayable until the DLC is downloaded through their paid subscription. Essentially every MW disk out there cannot be played without an internet connection and a paid subscription to Live to grab a required DLC.
I had no clue that Microsoft was extorting players to this extent....

for pointing out that there is an issue where this DLC is not automatically downloaded and is not accessible. However this issue can be resolved by shutting down and unplugging the console for a few minutes then powering it on and directly accessing the DLC link.
