Modern Warfare campaign download issue, fix in OP

My best friend doesn't play many video games anymore, so I was really excited when he ordered an Xbox One X earlier this year to play some games. He just picked up a new OLED tv on Friday and asked me what games would look really good, so I suggested RDR2 and the new Modern Warfare (for the dark night vision scenes).

My friend picked up a copy of MW and went through the 130+GB/hour long install, only to be greeted with a "you are missing a data pack error" which prompted him to uninstall and reinstall the game. Once he reinstalled the game again he got the same "you are missing a data pack error" and decided to investigate instead of reinstalling for the 3rd time. He found this thread which states:

"Thank you for contacting Xbox Ambassador Support. There was a recent dlc released ( Compatibility Data Pack 1 ) for call of duty Warzone which effects the playability of the campaign mode. You would need to resubscribe to xbox live gold or gamepass to download the dlc to play the campaign mode all dlc`s for xbox Game`s require a xbox live subscription service"

My friend doesn't subscribe to XBL Gold or Gamepass as he never planned to play online, and doesn't want to sign up for a XBL account. He tried turning the network off on the Xbox and still gets the same error and cannot play the game. It seems that Xbox has marked the game as unplayable until the DLC is downloaded through their paid subscription. Essentially every MW disk out there cannot be played without an internet connection and a paid subscription to Live to grab a required DLC.

I had no clue that Microsoft was extorting players to this extent....


***UPDATE*** Thanks to Evangelion Unit-01 Evangelion Unit-01 for pointing out that there is an issue where this DLC is not automatically downloaded and is not accessible. However this issue can be resolved by shutting down and unplugging the console for a few minutes then powering it on and directly accessing the DLC link.

Why do you need gold to download some DLC?

That doesn't make any sense.

Strange COD does this, multiplayer is a huge part of the game so I’m not that surprised, but this makes no sense. It should say Live required on the box though, if not he “should“ be able to get a refund. Lame for sure though.

Can he get a free trial of XBL Gold and use that to get the required DLC? (Which I agree, is moronic.)

I mentioned to him that the free trial redemption is likely the only free way to play the game he purchased. He seems fundamentally against doing it and now just wants to return the game at this point as he really doesn't need/want a Live account.

I'd return it if I was him, the game is gonna turn into a coaster once that free trial is over.

Can he sign in to someone else's account with gold, download what he needs then sign out and play without being signed in?

Just an idea, have no idea about the intricacies of multiple accounts on Xbox consoles.

You do not need XBL or Game Pass to play the campaign nor do you need it to download DLC packs.


The "Ambassador" who replied to that post is an idiot. MW is complicated because of the way they attempted (and failed) to make the game modular.

Those "Xbox Ambassadors" are just Xbox fans. They are not employed by MSFT-they are unpaid fans. They earn points by "helping" people. I'm really not sure why they bother but thats another story. Essentially their jobs is to reply to forum posts and link them to the appropriate troubleshooting document. When they start having to think for themselves they often post the equivalent of a EB Game employee circa 2001-"Yeah, Ocarina of Time 2 is going to be crazy I heard Link is going to the future and will get a Ferrari". Basically they are generally not equipped to actually be helping people.

Tell your friend to go to "My games and apps" he should be able to press the start button on the MW title and manage add ons. He should see campaign and multiplayer data packs listed as ready to install. If that does not work then try accessing them directly from the xbox store; search on console or use my links below:

Not surprised to see the thread is already full of console warriors, but something is weird here. You aren’t required to have XBL to play the MW campaign.

This game has way too many DLCs. The game is supposed to prompt you to download it automatically.

Yeah lol. I just reinstalled MW today. I started yesterday afternoon and had to download 90+ gigs. That finished in the morning and the only thing that was available was the Warzone, bear in my I installed the game using the disc. To play the singleplayer or multiplayer I had to download all the extra modules which were another 30+ gigs. Only once I did that could I play the single and multiplayer. It is convoluted as hell, especially the fact that even if you install from the disk and download the update you still need to download a module for the singleplayer.

Unplug it from the wall and plug it back in if you aren't sure that you fully shut it down.

Gave up uninstalled it. Do not pay more then 20 for cod.

next edition cod will prolly need half the server storage google uses in europe. In file size

yeah MW is an absolute clusterfuck with its DLC system. Took forever for me to figure out why the multiplayer wasn’t working after d/l’ing all but one of the packs apparently.
I'd return it if I was him, the game is gonna turn into a coaster once that free trial is over.
Most places don’t allow returns once the game has been opened.

I think even on PS4 (an offline console) you need to at least connect to the network for single player on disc games. I think it started with WWII.

Activision and CoD entered only pay bargain prices and consider it a rental territory. they really are quite anti consumer with gatekeeping the single player behind all the downloads.

What does Xbox gold have to do with Acti?

This isn't an issue on PS4....

This has nothing to do with gold or even the Xbox, its a glitch the game has.
And it also affects PS4s.
The solution is the pretty much the same on both consoles too.
