Most modded game of all time?

i don't think anything will top gmod

this could be a game mode, a high quality animation, or just some photoshop project

I remember getting a CD with like 200 DOOM wads when I was a kid from this rinky dink computer store in hoboken. Simpsons mods, porn mods, all kinds of weird shit. And this was like the mid 90s.
 
I don't think there are very many mods of a middling-selling game from 1994 with a wacky engine that nobody has the source code to. Even the most basic mods take weeks to develop, and are still barely functional. The mouselook/resolution mod has been in constant development for five years.

Bad memory I guess. Maybe I'm just remembering reinstalling new versions of the resolution mod.
 
I followed Super Mario World hacks a few years ago and there was some amazing things out there but this... my god that's another level, I have to try this now! o.o This wasn't done with Lunar Magic was it? D:
I think most of those effects are programmed directly in assembly language, but Lunar Magic remains the main tool for level building and SMW hacking in general.
 
Probably Doom or Half-Life.

Skyrim had a ton of mods created in a relatively short time, but it hasn't been around for nearly as long as those classic PC shooters have.
 
Civilization IV had it's fair share of modpacks, some of them packed together with 50+ modifications and changing the game into a magic/fantasy kind of strategy game. Then ofcourse there are the crapton of different graphic and civilization mods.
 
I think it depends on what your definition of a mod is. So if it's just content for the game, it's almost assuredly Garry's Mod right? Steam workshop lists close to 600k items for the game. Skyrim for reference, lists a paltry 24k. Nexusmods is a little better, with approximately 40k items for Skyrim.

But if you are talking about mods that actually change how the game is played and not just content for a game, my money is on Quake or Halflife 1.

EDIT: smwcentral.net lists 13k items for SMW.
 
It has to be the sims 2. It has to be.

If not, then its the sims 3. Literally anyone could have easily modded that game. It was so amazing. I was this close to learning 3d modeling because of the sims.

I really like loading up Skyrim after adding a bunch of mods I forget about, just to walk around and see what's new. I loaded up a recent save and found this:
I have no memory of doing this. Highway to the Dangerzone was playing in the background.

Brutal Doom is a wonderful mod. I think I've personally seen more mods for Doom than others (anecdotal), but that's the one that stands out to me.
