Hardware upgrade?

This is what a dev said on B3D, who recently got final dev kits (he's talking about the RSX)

And they did improve on a lot of things, but like I said in an evolutionary way. I'm mostly excited about the software side of things, since Sony has decided to provide a down-to-the-metal API which makes me very happy.

Yeah, I also wouldn't read too much into those comments. Even a lighter API giving the dev more control could make things seem to have "go faster stripes" Any tweaking to accomodate Cell in the final RSX could also be at play here, rather than an explicit spec upgrade.
