It could be so simple, too. Basically, make Grand Theft Auto: Seattle 2030. WAIT! I'm serious. We still want a 3d experience, but not another fvckin FPS. Make this a GTA style "sandbox" (<--so overused) game that allows the player to explore the darkest corners of future Seattle. Forget mindless violence, or rather, punish the player by reintroducing the famed karma system. Make the vehicles few and far between, something along the lines of police/tanks/fbi shit that you can't really touch. The general public should be afraid of them.
Then slap the nameless character in a trench coat, erase his memory, and have him struggle to learn about his past by talking to everyone (but please don't bring back that awful ass list of key words to run through every time!). Give the player a chance to recruit friends/mercs for periods of time for the right amount of yen.
Still contemplating how they could redo the "matrix" parts of the original, (the parts where the player himself was in the cpu), but that could be solved later. Limited multiplayer action only. Maybe 2p can take control of one of your recruits.
Please, for the love of everything holy and sacred, do not release this game as an FPS. I was holding out hope --barely-- that somehow they'd make it Shadowrun...but after seeing that shit gameplay that looks like Perfect Dark 64....I've lost all hope. Hopefully they don't ruin the Shadowrun name completely. Scrap this idea now.
Edit: and don't even try "BUT YOU HAVE TO PLAY IT OMG! YOU SHOULD SEE IT IN MOTION!" Go play the fvckin original on SNES (whichever version that was) and start over. What a travesty.

I could only imagine if after all the waiting I did for Ninja Gaiden on Xbox, it turned out to be some sort of cooking simulator instead of an action game. I would be a little pissed as well.
