IP addresses, mostly. Or, at least, it used to be.
Back on vBulletin you had IP logs and which user(s) were associated with which. I'm sure tools have evolved since then so it's likely less work than it used to be. But IP addresses aren't 100% reliable as you get dynamic IPs and these days VPNs as well.
If you want to get into what's possible then advertising cookies can store all sorts of information down to specific browser window size as a unique identifier. If a user logs in from the same Safari browser with a 1900x1040 browser window on a Mac then chances are it's the same person as before. I'm not saying GAF tracks that, but it is possible because advertising trackers do it.
But the truth is that some people just aren't that bright. Some will log in with a new account from the same static IP shortly after a ban. Some might even DM other users saying who they are, which if there is suspicion can be something admins look into.
I'm sure there are plenty of active alts for banned users, but they did something that allowed them to live. That could be not making it obvious to avoid detection or simply acting like a normal human being so the admins don't have reason to hunt them down. I'm sure there are known alts the admins let go because they essentially earn a second chance.

Does it mainly happen in the same arm you use to use the mouse? If you spend a lot of time in front of the computer, I recommend using a lumbar support for your chair and a padded mouse pad.

I bought a 3DS XL off Facebook. She had it at $200. I talked her down to $90 because I was going to get it for my daughter. Pictures looked good. She's all happy she's selling it to another kid. Whatever.
Fast forward to the day it arrives. I go and open it up expecting a nice and tidy console. A little shine and shimmer off the top. It's a red 3DS XL. I
you not. It's like someone ate a meatball sandwich and left half a meatball over the screen and buttons. It's so disgusting.
That's bad but I could clean that up. Now we look at the next problem. I cannot delete the Nintendo eShop account because whoever owned this before thought it would be cool to get rid of that bar code on the back. I had idea judging from the photos, but these were also shaded photos now that I'm thinking about it.
It's disgusted me. Whoever treats their electronics and video games this way, is disgusting. Just imagining someone paying $200 for this disgusting thing is beyond me. IMO it tells a lot about a person by how they treat their gaming handhelds.

Godmode baby. I set it up for my daughter. She likes it. I was just disgusted by the way the last user treated this handheld. I messaged the seller and asked why didn't I see any of this in her photos and her excuse was "it's a 20 year old device and I tested it". I cleaned it up and my daughter is able to play my games on there. She's fascinated by Tomodachi Life. Even though she has it on Switch.
