For physical carts yes. For things like DLC / Digital Downloads your vita is locked to a single PSN account. It is possible to switch to another account but its a pain in the ass.

I bet you they would if they could. I remember years ago they realeased full hentai games to PSP with loophole of selling them as UMD movies.

Sony should step up and just allow AO games. I mean if a kid got their hands on a game like this, Monster Monpiece, or Akiba Strip, and their mommy saw it, would she be any less repulsed and mad at Sony than if the kid was playing an actual AO game? I doubt there would be a discernible difference.
