My first ever tutorial! I hope its explained well.
Changing eye color:
1)Select your picture(HQ one with reflections in the eyes require more work)
2)Using the Elliptical Marquee Tool, or Polygonal Lasso if eye isn't round or cut off, select the eye. Its usually best to zoom in a lot.
3)Press 'control'
4)Go to 'Image>Adjustments>Hue/Saturation', or 'command + U' for Mac
5)While in the Hue/Sat menu, check "Colorize"
5)Mess with the settings until you get the desired color. I usually use Hue to get the over all color, then Sat to get the tone. I almost never touch Lightness for this topic.
Something I did very quickly before bed time(sorry its really small):
Blue Eyes:
Yellowish Eyes(not checking "Colorize"):
Green Eyes(checking "Colorize". I mad it a little too bright but you get the idea):
