Take "meaty marinara" for example...
You could easily buy a 1 pound box of Barilla pasta (your choice - Angle Hair, Penne, Spaghetti, Linguine, etc.) for $1.50 and a $3 bottle of Barilla marinara and in under 10 minutes you are ready to pour a hot pot of marinara sauce into a hot pot of pasta. You could literally do this for under $5, in less than 10 minutes.
If you want to splurge a bit, and are willing to spend five more minutes in your cooking prep, chop up some fresh parsley and add to the marinara sauce (usually around $2 for several nice sprigs) and fry a 1/2 pound of ground beef (usually around $2.50 or so) for some meat sauce.
You are still under $10, and probably under 20 minutes.
If you really want to go all out, sprinkle some parmesan cheese over the pasta after you plate it, although at that point, you will go over the magic $12 (especially if you buy some nice reggiano instead of processed parmesan).
Now, granted, I have never had the Pizza Hut pasta, but I am willing to bet that what I have suggested above will taste much better than some processed pasta in a tin. And - there is just something about making your own food that makes it more enjoyable.
A similar set of circumstances apply for Chicken Alfredo, which is also inexpensive to buy and does not take long to make.

Yeah, we have a few here in central Ohio. They definitely have fairly good food at great prices. I have several "real" italian places that I'd rather go to, and I prefer Olive Garden (actually, I really, REALLY like OG) when it comes to chain restaurants, but fazoli's is a nice option to have. Awesome breadsticks, that's for sure. Too bad the one closest to me is closing and turning into a credit union.
