How do I transfer purchased content from one account to another? I made a new gamertag to go with my new xbox because I figured, "why not?" start over fresh and clean. I want my Rock Band DLC though!

I'd try Limbo and Splosion Man. I just bought the 3-pack that included those two along with Trials HD and am having a blast so far!

I loved that game. Outland is also half price (400 MSP) at the moment and that's well worth a look.
If you like racing games, give Hydro Thunder Hurricane a go. I really liked it, although I don't know if there's anyone still playing online as I haven't played it for a few weeks.
You can't transfer licenses between accounts. You can only transfer them from one console to another AFAIK.AvidNobody said:
The way it usually works is that whatever you download is tied to both the console you purchased the content on, and the gamertag you purchased the content with. If you're playing on the console used to purchase the content (or the console that has since had the licenses transferred to it), then it should work with any gamertag, online or offline. If you're playing on a different console, you need to be signed into Live with the gamertag used to purchase the content. I don't know if that's the case with Rock Band DLC, but it's been that way with everything I've ever purchased. If not, you will need to go back to using your old gamertag.

I checked out Trials HD, it's just my kind of game, I'll add it to my 'to buy' list. Limbo looks really interesting, I'll definitely try the demo. So many games to try :S

I bought The Maw, it's amazing. I also tried Limbo and will buy it soon, Splosion Man was also good but not sure if I will buy. Super Meat Boy I really liked and completed the demo but would be too frustrating to try and play through a full game, not buying.
I've recently discovered Might and Magic: Clash of Heroes, and would recommend it in a heartbeat. Excellent, excellent game (and currently half-off.)
There are quite literally, a hundred or so games on XBLA and XBLIG worth your time and money.

Make sure you get Geometry Wars 2. Best game.. ever!
Shadow Complex is also great, as you mentioned, specifically if you like this sort of game.
I would also recommend Might and Magic Clash of Heroes as the poster above has - great, great little strategy game (but available on other platforms as well).
