Regarding Russia and state-sponsored cyberattacks: It doesn't matter if this attack is state-sponsored, the fact is Russia, and China from previoius attacks, have succeeded by planting seeds of doubt.
Any sizable cyberattack from this point forward will result in paranoia.
The US needs to start reacting and retaliating to these attacks even if "just" legally.

You can always check if you're using the same DNS.
But, remember DDOS doesn't "delete" a destination, it just clogs it with traffic.

Likely a cached DNS entry on her machine that will eventually expire.
I bet if you did an ipconfig /flushdns on her machine she'd not be able to connect.
