That said, I enjoy watching a good fight. But I can't watch endless gifs of KTFO without thinking of all the brain-damage.

It's called a Question Mark Kick or Brazilian Kick depending on who you ask. You fake low with the first motion (the dot of the question mark), then you bring your leg up and around to the face in a round house motion.
