I've got a Japanese PSP and I've used Remote Play successfully.

Only real problem, apart from the lack of warranty, it can't play region 1 video UMDs.

UMDs are the only thing region-locked. You can get around this with hacked firmware though.

Multiple languages are available, including English, of course! A Japanese PSP is EXACTLY the same as an American PSP. The only difference is the region lock on UMD movies.
