I see what you mean. The Wii reticule actually turns red and the controller slightly rumbles whenever you aim at anything (object, ganado) that can be shot.
Still, the Wii remote simply affords, at the very least, a more natural feel. I don't think it would be possible to use the reticule system with a gamepad. Just imagine using the C-Stick to while holding R, and adjusting Leon's point of view at the same time, and then you have to let go of the C-Stick and press A to finally shoot before using the C-Stick to aim at the next enemy. The Wii Remote makes this particular scheme possible, I think.
If you want an improved red laser, then that's another story, but I still think it wouldn't be nearly as fun.

I haven't played RE4 Wii but that's my impression from seeing it in action. Light gun style aiming just seems like it would break the game unless enemy speed and/or amount of enemies was upped dramatically.
I've seen three responses to the RE4 Wii controls:
1. People love it after playing it, even though they expected to.
2. People love it after expecting it to be inferior.
3. People hate it for godawful reasons (Eurogamer, James Mielke).
That's my observation at least. The Wii controls are still worth a try, I think.
