The Xbox version and Windows 10 version could be supported in parallel as well. That's what Gigantic, Fable Legends and Killer Instinct will do.
Releasing it for Windows 10 Store would just give them more exposure.

I'm sure it will be fine. I don't see why people think it will die off in a few months without cross play. If ps4 didn't have cross play I'm sure plenty of people would still be playing. Doesn't seem like a big issue to me.

Having to make a separate PC version that can only play with Xbox One version and it's locked to the Windows Store?
I mean, it might as well not have cross-play with PC at all because if cross-play was locked to the Windows 10 store only there would be like 5 people playing that, and so kinda defeating the point.

so would Microsoft delegate PC players to be matched with xbone players or that would happen naturally?I think he means that if MS allowed cross-play, it would be only cross-play with PC players, not PS4 ones, so it would technically "take away" PC players that could be paired up with you if they didn't pair up with Xbox players in the match making.

Microsoft will never ever change this...it is central to their ideology regarding xbox live. They can't control machines outside of xbox live and therefore they can not integrate into xbox live. The experience and any issues inherent are out of their control and therefore unacceptable. This is the right choice and i will continue to think that. There are large benefits to a walled garden and they come down to experience and consistency.
Now the win10/xbox games on pc will be able to crossplay, but that is because they are in every technical way xbox one games that just happen to be running on pc.
EDIT: also whatever keeps pc and the hacking and modding inherent out of my games on xbox one...i support
Modifications can be made on pc and cheating is easily accomplished...the whole point of xbox live, what you pay for is to keep it separated from that wild west...how is this a negative?
With such a feature removed, shouldn't the price be reduced? Seems ridiculous to pay the same for less features.

I guess MS is going to bump that Windows Store push in 2016. Games like Killer Instinct, Fable Legends and possibly Gigantic are probably the first steps. I can see Xbox originals with achievements getting ported over and some XB360 games to both consoles as well. I guess they are moving in for their attack on Steam. I do find one thing strange though, they have published 18 games on Steam and yet none of them have been released onto the Windows Store yet.
Guys I think I know why they're doing this. See they dont want any terrorists using rocket league to communicate and since PS4 is a den of terrorist activity cross play obviously just wouldn't do. They can only monitor and control communications in Xbox live and they don't want to be associated with TerrorStation4. #FollowTheTerrorists
