Zen1 is from 2018 and it's definitely a bottleneck now.
Same is true for any contemporary Intel quadcore.
Launch version of Zen3 is a bottleneck (many games struggle to run at 60 fps on my 5900X these days due to CPU limitations), less so with X3D SKUs which came a year+ later but still.
What you're saying was 100% true in the days of PS4/XBO where literally any Intel 4C+ CPU was more than enough for 100+ fps, 200+ sometimes even.
Now with the current gen 8C Zen2 consoles this has changed considerably, and you really need to use the most recent CPU gens to not be CPU limited below 60.
I have a 5800X3D and most games run at 100+ FPS. Yes, it's faster than a 5900X but not by such a difference.
I can imagine some cases, where the 3+3 Core Complex config could make some data be shuffled between CCDs. But still, you should be getting 60+ in all games.
