Perfect Cell (16-bit style) - Good AI
Cell Jr. - Poor AI, but ridiculous attack power
SSJ4 Radish - Huge health, OHKOs

Maybes:

SSJ5 Goku and Vegeta - Huge HP, might get off a beam attack to win. Only against slower, non-chaining opponents.
