Long story short, I just switched my internet connection over to Wii U (I use an ethernet adaptor, I switched the ethernet cord over from PS3 to Wii U). Immediately, I got an alert that the console was connecting to NN.
Previously, nothing like that happened when I switched. This is just from the main menu, no game being played.
It's interesting because this hasn't happened before, and I've actually had some strange prior experience: One time I was late paying my cable bill. I couldn't sign in to PSN or use internet browser on any console or device. However, the Wii U still allowed me to play Black Ops 2 online - despite the fact that I was in the "Walled Garden" - I was still able to play online at my leisure with no drawbacks.
So I guess what I'm asking, is if Nintendo basically implemeted online-only functionality in the latest Wii U patch (I'm fully updated).
