I honestly wonder why they didn't announce it at E3 (no doubt Gary Wittah would've made a smart remark). Was it because of business or just plain timing?
Ok so this is coming out before MGS4 if we use common sense. Real shame is if Heavenly Sword doesn't have rumble (I highly doubt it becuase HS is almost done or done now). It would be a shame if Uncharted didn't have it since it's coming out around November (?). Almost 100% sure that Warhawk won't have it, which also sucks. I'm sure it can be patched for rumble though, it's online only.

I'm not quite sure what Sony itself is doing about TouchSense rumble, but it's assumed that this automatically means that Sony is releasing their own SIXAXIS with TouchSense in September as well, or even earlier.

The release of a force-feedback SIXAXIS is a rumor that has been rumbling about for some time (har-har). Lawsuits later, Sony was forced to remove the rumble from their controller and have apparently reinstated it. Today, a Sony Computer Entertainment employee confirmed directly to me that the SIXAXIS with rumble is coming. Nothing like getting something that's been taken away!
