Ike is probably less known than Marth worldwide thanks to Melee. If they were simply going by popularity contests, than the Ice Climbers certainly wouldn't have been in Melee. Fire Emblem is still a relatively unknown series, selling at a fraction of what SSB sells. If they were looking for characters that everybody recognized, than Fire Emblem might not even be in the series to begin with, or at least not be represented as well as they are. The choice is between putting in a character that only one country (which isn't even Smash Bros.' strongest market, btw) will have contextual access to, or putting in a character that every country will have contextual access to. In the former, Nintendo has to tell every other territory to just take their word that he's a big deal. In the latter, they can say that they appeared in FE[X] and every fan that doesn't already know their backstory and signifigance can go to a store and buy the game they originated in to learn more. Which is more appealing a strategy?
Like it or not, Marth is the face of Fire Emblem. You don't even have to have played an FE game to realize that. It's like Captain Kirk being the face of Star Trek even though he only got three seasons compared to seven for the other three series. Didn't Marth even get a remake that's considered a part of the numbered series? He's practically synonomous with the Fire Emblem brand. And thanks to his exposure in Melee, most people know about him. Only about 200k people bought Ike's game in America. If you wanted someone that everybody knew intimately, than he wouldn't make the cut either.
