In Third Strike terms: Terran = Chun-li. Protoss = Ken. Zerg = Q. Meaning you can win but you just have to be so much better than they are.

In all seriousness that really was the feeling near the game's release but I honestly feel the game is extremely extremely balanced right now. Not sure about HotS but the current one is very well balanced IMO.

Watching MKP (as Foxer at the time) play Kyrix and beat that huge bane/ling army with marine splitting (and later a few tanks) was truly what cemented me as a SC2 esports fan for life.

Rushing shouldn't be considered cheesy. In a well balanced game it would be a legitimite strategy and should be a gamble which can be stopped by proper scouting.

The problem in sc2 is that it isn't a well balanced game and for a long while you could just four gate and win and if it didn't work oh well and still be totally fine going further in the game. There was no downside and it was difficult to stop even if your opponent was shit because it took no skill to pull off.
