Not necessarily. You never know with almost any PC developer now-a-days. With ID though, it's even harder to say since Carmack is so fond of the 360 it seems.
However, I thought Raven (creators of Soldier of Fortune) were the team on the new Wolfenstein game? Or the rumor was at least.

iD is working on a new property/franchise and are keeping it close to the vest as to what it is. (Personally I'm hoping for a first person action-RPG, heavy on the action) I believe they have also said that it'll be released for the PC, X360, and PS3, with the 360 being the main development platform.
