6-7 acts (NP says 6 so there might be one special stage). so far, they look to be full levels.

I believe the first two acts are mandatory (followed by a boss) with four extra acts revolving around a certain gimmick.

I played both at PAX and Colors was easily the superior game. Sega will probably get my $50 for it but nothing for Sonic 4.
