Seems like a thing that would only be relevant for online/GAAS stuff. Like, you'd download each level separately and you can play the ones already downloaded.

A patent is just a "no one we will copy our mechanism or idea".

Sony has a lot of patents for many things that already exist.
They aren't patenting end results, they patent different ways to get there.
Segmented downloads have existed for ages, this is just a patent for another behind-the-scene way of doing them.
