So the guy isn't running A/C so that they can conserve the gas I'm going to assume. Which is why the windows are down?

Using A/C wastes less fuel than driving with the windows down. Due to the aerodynamics introduced at freeway speeds, having the windows down creating drag = less fuel efficient than running the A/C. In a modern car, A/C barely uses anything extra.

How modern of a development is this? I have a 2001 CRV and on hills we have to turn off the A/C otherwise the car isn't powered as much and it struggles to climb it.

That's because your '01 CRV has a gimpy B20 motor, a gutless 2.0L that barely has enough torque to push water downhill. A/C is a major parasitic drag on the engine because it's so small.

Also a totally different scenario. That's a high load situation (lots of throttle being used), cruising on the freeway is very light throttle (10-20%, maybe 5% if you're in a Vette lol) at steady state. Huge difference.
