Port begging refers to interrupting or taking away from conversation about a game by making it about the platform. For example, it being impossible to discuss Epic Mickey pre-release because whiny people were mad that it wasn't on PS3/360. For example, people having a meltdown at the Dragon Quest IX announcement. For example, the first reply for literally any XBLA thread for 5 years being "PSN or no buy".
Port begging does not refer to discussing future-proofing legacy titles or expanding their audience. The person in the OP even appears to have purchased the game, so we're not referring to someone saying "fuck these idiots they put it on shitbox zero where's da real version", we're referring to someone trying to share a game he liked with other people by encouraging the game to have a broader audience.
Another way of framing this thread is that Sunset Overdrive quite notably slipped through the cracks of MS's PC strategy. It came out during a time where MS was still pushing Xbox One as hardware rather than Unified Windows Platform. By all accounts the game didn't tank, but it also didn't set the world alight, and the reviews were generally positive. It did not get a port--possibly because of MS priorities in terms of a game that they published but don't own the IP of, possibly because Insomniac has been busy with many projects since then.
It's interesting to walk through Microsoft's Xbox One product portfolio and look at the games that ended up being 100% exclusive to Xbox One:
Forza Motorsport 5 <-- sorta exclusive, but subsequent installment of IP on Windows 10 and it's more like an "annualized" game than something where you'd want to go back to Forza 5 ten years later
Zoo Tycoon <-- Despite being an adaptation of a PC series, made by a studio historically known for PC stuff, and despite lending itself to a KBM interface, no PC release.
Crimson Dragon <-- Japanese dev, built around Kinect
Powerstar Golf
Xbox Fitness <-- required Kinect
Forza Horizon 2 <-- Likewise, Forza Horizon 3 coming to PC
Halo: The Master Chief Collection
Kinect Sports Rivals <-- Required Kinect
Sunset Overdrive

At this point, I think one could argue given that Kinect is discontinued, Halo 5, Sunset Overdrive, and Rare Replay remain the only Xbox One exclusives that people are really going to want to return to a few years from now (note: there's still plenty of reasons why someone might buy an Xbox One in lieu of playing these on PC, but I mean if ten years from now one did not have an Xbox One, these would be the only ones you'd have to buy an Xbox One to get access to). I think it is interesting the sort of "donut hole" some of this stuff fell into.
